Established in 1987 and headquartered in Taiwan, TSMC pioneered the pure-play foundry business model with an exclusive focus on manufacturing its customers’ products. As of 2024, TSMC serves more than 500 customers and manufactures over 11,000 products for high-performance computing, smartphones, the Internet of Things (IoT), automotive, and digital consumer electronics. It is the world’s largest provider of logic ICs, with an annual capacity of over 17 million 12-inch equivalent wafers in 2025. TSMC operates fabs in Taiwan as well as manufacturing subsidiaries in Washington State, Japan and China, and the Company began construction on a specialty technology fab in Dresden, Germany, in 2024. In Arizona, TSMC is building three fabs, with the first starting 4nm production in 2025, the second by 2028, and the third by the end of the decade.
About the role :

We are seeking a highly skilled and strategic Talent Sourcing professional to join our dynamic HR team. The ideal candidate will possess good business acumen and communication skills, and a proven ability to develop and execute innovative talent sourcing strategies. This role is pivotal in proactively shaping our workforce by deeply understanding talent demands, analyzing market supply, identifying opportunities, and crafting innovative sourcing strategies. You will deliver high-quality talent insights and carefully curated shortlists, engage candidates, and convert to application, while also contributing ideas to employer branding and talent development to secure our future talent pipeline.

職務内容
1. Talent Sourcing Planning: Gather hiring requirements from HRBPs, Recruiters or hiring managers to understand current and future talent needs, translating these into comprehensive talent sourcing plans.
2. Sourcing and Pipeline Development: Proactively identify, engage and nurture a diverse pipeline of candidates using various sourcing channels including job boards, LinkedIn Recruiter, campus, CRM campaigns, and others.
3. Candidate Qualification & Presentation: Conduct thorough initial screening and assessment of candidates, presenting a high-quality, pre-qualified shortlist of candidates and applicants to recruitment specialists and hiring managers.
4. Market Intelligence & Advisory: Analyze labor market trends, competitor landscapes, and industry benchmarks to provide insightful recommendations on talent sourcing initiatives to build strong talent pipeline.
5. Process Improvement & Metrics: Develop and implement effective talent sourcing metrics and reporting to track performance, identify areas for improvement, and inform future talent strategies.
6. Technology & Tools: Leverage Applicant Tracking Systems (ATS) and other recruitment and sourcing technologies to optimize the sourcing quality, quantity, and speed.
職務資格
1. Education: Master's degree or higher in Business Administration, Human Resources, Organizational Development, or a related field.
2. Language Proficiency: Fluent in both Chinese and English (written and spoken). Japanese language skills are preferred.
3. Communication & Collaboration: Excellent interpersonal, communication, and influencing skills with a proven ability to build rapport and work effectively in a team-oriented environment.
4. Analytical: Proven ability to think strategically and leverage data for informed HR decisions, especially in talent acquisition and development.
5. Industry Knowledge: Strong understanding of current recruitment best practices, sourcing methodologies, and talent market dynamics.
6. Problem-Solving: Proactive and innovative problem-solver with a results-oriented mindset.
7. Experience (Preferred):

(1) 3~8 years of experience in talent acquisition, including strategic sourcing, with the ability to proactively develop and execute sourcing strategies with a data-driven approach.
(2) Preferably experience working in a fast-paced or global environment with high volume hiring demand.
(3) Experience with various sourcing tools, sourcing channels, ATS platforms and HRIS systems.
