For our future fab in Dresden, we are looking for a highly motivated and committed:
Senior Learning & Development Specialist (m/f/d)

Your mission is to establish a scalable, compliant and globally aligned learning ecosystem for our new semiconductor manufacturing site in Dresden. Working closely with our headquarters in Taiwan, you will translate global learning standards into local processes while ensuring all qualification, compliance and training requirements meet the needs of a highly regulated manufacturing environment.

This role will design the systems, processes and governance that enable a world-class manufacturing organization to develop, qualify and certify its workforce.

This position begins with an approximately 6 month assignment in Taiwan.

During this time, you will immerse yourself in our corporate culture, learn our global Learning & Development philosophy, build relationships with key stakeholders and gain an in-depth understanding of the systems, processes and qualification standards that will form the foundation of our new semiconductor manufacturing site in Dresden.
Job Responsibilities
Build the Learning & Development Framework:

1. Develop and implement the overall Learning & Development strategy for the Dresden site.
2. Establish scalable learning processes, governance and operating procedures.
3. Design the complete learning lifecycle, including training needs analysis, planning, execution, documentation and effectiveness evaluation.
4. Build sustainable structures that support long-term business growth.

Implement Global Standards:

1. Learn our global Learning & Development philosophy, systems and methodologies during your assignment in Taiwan.
2. Adapt global programs and qualification concepts to German legal and operational requirements.
3. Ensure alignment with global corporate standards while considering local business needs.
4. Act as the interface between international stakeholders and the German organization.

Establish Learning Operations & Qualification Management:

1. Build and maintain qualification frameworks and learning processes for a highly regulated manufacturing environment.
2. Implement and manage Learning Management System (LMS) structures and training documentation.
3. Ensure training records, qualification matrices and learning documentation are complete, transparent and audit-ready.
4. Define sustainable governance for learning administration and reporting.

Ensure Compliance & Quality:

1. Develop processes supporting ISO-compliant qualification and training management.
2. Prepare learning documentation for internal and external audits.
3. Ensure compliance with local regulations, internal policies and global quality standards.
4. Monitor learning effectiveness through KPIs, reporting and continuous improvement.

Enable a Learning Culture:

1. Design onboarding concepts that combine technical qualification with cultural integration.
2. Support managers in establishing sustainable employee development practices.
3. Foster collaboration between local teams and international stakeholders to embed continuous learning into daily operations.
Job Qualifications
1. Bachelor’s or Master’s degree in Business Administration, Human Resources, Psychology, Education or a comparable field
2. Several years of professional experience in Learning & Development, Learning Operations, Training Management or a related discipline
3. Experience building or significantly developing Learning & Development structures, processes or governance
4. Experience in manufacturing, semiconductor, automotive, pharmaceutical, medical device or another regulated industry is highly desirable
5. Knowledge of Learning Management Systems and learning administration
6. Experience with qualification management, quality systems or ISO-related training processes is an advantage
7. Strong project management and stakeholder management skills
8. Excellent communication skills in German and English
9. High intercultural competence and enthusiasm for working in a global environment
10. Willingness to complete an approximately six-month assignment in Taiwan
