European Semiconductor Manufacturing Company (ESMC) is a joint venture between four technology leaders, TSMC, Bosch, Infineon and NXP, to establish a state-of-the-art semiconductor fab in the heart of Europe. ESMC represents our shared commitment to strengthening the European semiconductor ecosystem.

To help us build the foundation of our future fab in Dresden, we are looking for a highly motivated and passionate HR Leader to be our:

Head of HR

Job Summary/Role:

Responsible for managing all aspects of ESMC Human Resources (HR) related matters, including setting up and supervising the local ESMC HR Team in Dresden
Managing and reducing all employment legal and HR related risks and building
Represent ESMC to communicate HR related matters with public officials & internal and external stakeholders.
Dotted-line report to Corporate HR in TSMC Taiwan and align ESMC to corporate HR policies, guidelines, and procedures.

1. Align with TSMC Overseas Operations Office HR policy/procedures and establish ESMC HR management systems (e.g., payroll, time & attendance, performance management), including local HR policy, products, and procedures.
2. Identify and implement new & updated federal, state, and local HR regulations, standards, and requirements.
3. Responsible for the site's regulatory HR compliance across all ESMC HR programs.
4. Represent HR in internal & external audits of applicable HR programs and develop improvement plans to ensure HR compliance with internal procedures as well as laws and regulations.
5. Co-work with TSMC and ESMC internal Central Business Functions and Fab Operations on HR sustainability management subjects.
6. Manage ER related matters and support HR department & ESMC Managing Directors to implement preventive measures.
7. Assist ESG (Environmental, Social, Governance) activities related to HR subjects.

職務要求
Qualifications and Education:

1. Master's degree or above in HR, Engineering, or other related fields.
2. At least 10-year work experience in HR related positions.
3. Familiar with EU/Germany Federal, Sachsen state, Dresden HR regulations.
4. Familiar with internal and external (e.g., payroll, tax and social security) HR audits.
5. Familiar with German individual and collective labour law.
6. Practical experience with managing labour relations matters and interactions with Workers Councils and Trade Unions.
7. HR working experience in semiconductor, hi-tech manufacturing or international large-scale company preferred.
8. Excellent communication & leadership skills. Highly motivated and self-driven individual.

Language Skills:

Fluent in German and English
