Established in 1987 and headquartered in Taiwan, TSMC pioneered the pure-play foundry business model with an exclusive focus on manufacturing its customers’ products. As of 2024, TSMC serves more than 500 customers and manufactures over 11,000 products for high-performance computing, smartphones, the Internet of Things (IoT), automotive, and digital consumer electronics. It is the world’s largest provider of logic ICs, with an annual capacity of over 17 million 12-inch equivalent wafers in 2025. TSMC operates fabs in Taiwan as well as manufacturing subsidiaries in Washington State, Japan and China, and the Company began construction on a specialty technology fab in Dresden, Germany, in 2024. In Arizona, TSMC is building three fabs, with the first starting 4nm production in 2025, the second by 2028, and the third by the end of the decade.

Job Responsibilities
1. HR Business Partner/ People Partner

(1) Collaborate with line managers to implement annual HR activities.
(2) Provide daily HR administrative support to employees and managers.
(3) Monitor policies and procedures, and communicate with employees and managers in a timely manner.
(4) Design and implement activities and programs to enhance organizational culture, to level up the capabilities and attitude of employees.

2. Talent Acquisition Specialist

(1) Partner with line manager and internal resources to identify recruitment opportunities.
(2) Process-oriented, use strategic approaches to allocate and engage passive candidates.
(3) Provide data insights to identify opportunities to improve candidate experience.
(4) Work on global recruiting projects and conduct process and system enhancement.

3. Learning & Development Specialist

(1) Training Program Planning & Execution
1-1: 根據不同員工職能與學習藍圖,規劃並執行定期培訓課程。
1-2: 因應組織與產品需求,高效率規劃與落實培訓資源,確保課程品質與交付效果。
 
(2) Course and Process Improvement
2-1: 依據學員背景、組織需求,對課程內容或案例進行適度調整,提升學習貼近度與實用性。
2-2: 能根據組織需求與顧問設計或調整課程案例或內容。
2-3: 持續優化執行流程,創造synergy、提升productivity。
 
(3) Business Alignment
3-1: 與業務部門、跨功能團隊緊密合作,確保訓練方案符合組織策略與人才發展需求。
3-2: 在公司新廠區或新據點設立時,能快速、彈性地規劃並提供所需的訓練支持。
 
(4) Project Management
4-1: 負責跨部門訓練專案的規劃、排程與執行,確保資源整合、風險管理與交付成效。

(5) Data-Driven Learning
5-1: 運用數據進行課程成效評估,提出改善建議。
5-2: 探索數據分析與自動化工具以提升團隊生產力與學習體驗。
Job Qualifications
General Requirement: A valid disability identification issued in Taiwan is required.

1. HR Business Partner/ People Partner

(1) Master's degree or above in Human Resources, MBA, Sociology, or Psychology.
(2) Effective communication and interpersonal skills to establish trust and credibility across different levels.
(3) Possess resilient, change and learning agility, team player spirit, high EQ and AQ.
(4) Strong skills in problem-solving, data analysis, change management, influencing others, project management, multitasking, and attention to detail.
(5) Proficient in both Mandarin and English.
(6) Proficient in Microsoft applications.
(7) Short-term business trip is required and flexibility for rotation to other sites is preferred.
(8) HR work experience is a plus.

3. Learning & Development Specialist

(1) Education & Experience
1-1. 大學以上學歷,人力資源管理、教育訓練、心理學或相關領域佳。
1-2. 具 1–3 年以上 Learning & Development / Training / HRD / HRBP / HR相關經驗尤佳。
 
(2) Core Competencies
2-1: 良好的規劃與執行能力,能獨立完成課程設計與交付。
2-2: 瞭解組織需求調整或優化課程案例與內容。
2-3: 優秀的專案管理能力:規劃、排程、資源整合、落地執行。
2-4: 具備良好的問題解決思維,主動發現問題,積極找尋各種方法解題。
2-4: 良好的跨部門協作與溝通表達能力,能夠清楚且有邏輯地呈現想法。
2-5: 熱衷團隊合作,積極主動,樂於分享與助人。
 
(3) Additional Skills (Plus)
3-1: 具備數據分析與應用能力,能透過數據驅動決策。
3-2: 熟悉EXCEL / VBA / RPA 自動化工具 / Tableau 或學習科技 者尤佳。
3-3: 良好英文口說能力。
