Established in 1987 and headquartered in Taiwan, TSMC pioneered the pure-play foundry business model with an exclusive focus on manufacturing its customers’ products. In Arizona, TSMC is building three fabs, with the first starting 4nm production in 2025, the second by 2028, and the third by the end of the decade.

As a Global Payroll Manager, you will lead and oversee the resolution of payroll-related issues across our international operations. You will ensure the accurate calculation of fixed and allowance payments and manage internal balance clearing processes. Your role will be pivotal in aligning global payroll policies with headquarters standards, ensuring compliance with international regulatory requirements.
Job Responsibilities
1. Global Payroll Issue Resolution: 

(1) Efficiently manage and resolve payroll discrepancies across multiple countries, ensuring timely and accurate payment processing.
(2) Oversee the calculation of fixed payments and various allowances (more than 20 items), maintaining consistency and accuracy across all global entities.

2. Policy Alignment and Compliance: 

(1) Harmonize payroll policy terms and conditions between headquarters and global offices, leveraging the same operational systems.
(2) Ensure compliance with international labor laws, including programs like TMA for assignee mobility payroll and shift-schedule management.

3. Team Leadership: 

(1) Lead and mentor a team of payroll professionals, fostering a collaborative and high-performance work environment.
(2) Oversee headquarters payroll operations, providing strategic direction and ensuring operational efficiency.

4. Audit Management: 

(1) Coordinate and manage audits conducted by internal auditors and governmental labor units, ensuring transparency and adherence to global standards.
(2) Implement corrective actions based on audit findings to enhance payroll processes and compliance.

5. Implementation of New Payment Flows: 

(1) Collaborate with top executives to design and implement new payment flows for emerging benefit programs.
(2) Ensure seamless integration of new initiatives into existing payroll systems, optimizing for global execution.

Job Qualifications
1. Master's or Bachelor's degree in human resource, business management related field.
2. Experienced in Semiconductor/ Manufacturing industry, proven experience in managing global payroll operations, with a strong understanding of international labor laws and regulations. 
3. Exceptional leadership skills with experience in team management and development.
4. Strong analytical and problem-solving abilities, with a keen eye for detail and accuracy.
5. Excellent communication skills to effectively liaise with global teams and executive leadership.
6. Fluent in English and Mandarin.
